Dithering about whether or not to make a decision

Part of the icing on the cake of the Catty Library refurb. saga is that the building's scheduled "some time soon" to be incorporated into a brand new township service complex incorporating a health clinic, a theatre and a new council one-stop shop. "The library is an integral part of the new complex," we're told.

We are, of course, planning for this eventuality. This is why we've managed to pull together the back-of-a-fag-packet plan of the new layout that's just the old 1960s one in biro. Which will definitely pull in the punters in a state-of-the-art modern new service complex.

Oh, and as it's going to be open outside opening hours they will have self-service facilities of all kinds. These are the same self-service facilities that Management Team have been "investigating" since 1999 with nothing more to show for it than the notion that the units will need to match the furniture. Even now we are preparing the hangers and landing facilities for a crack squadron of Gloucester Old Spots.

Topiary is rather frightened of making decisions after her last fiasco.

In fact, Topiary feels quite a kinship at the moment with any bureaucrat who would rather hide the papers under a blotter than make any big decision at all.

One can only suspect (shudder) at the traumas lurking behind poorly-adapted bureaucratic behaviors.
