In retrospect it may have been a bit strong to call the staff consultation process as tool of Stalinist oppression.

It's actually a cunning-plan to distract people from taking any form of effective action. Britain perfected the ability to waffle and institutionalised it as consultation.

Wendy, this is true. As soon as you hear the words: "this needs to go out to consultation" you know it's been kicked into the long grass and a big dog sent over to guard it.

In my experience 'consultations' usually cost big bucks.
