There's Clement the Mobile Library driver filling up the tank for the day's lurching round the backstreets of Helminthdale. He goes to pay and finds that the council's petrol payment card's no longer acceptable. We have a whip round and send the hat over to the garage. Why is the card no longer acceptable?
